School Site Council (SSC)

 

 

 The purpose of Title One is to provide all children significant opportunity to receive a fair, equitable, and high-quality education, and to close educational
achievement gaps ("Every Student Succeeds Act (ESSA), Title I, Part A, Section 1001"). Title One delivers supplemental federal funds to help meet the educational needs of low-achieving students in underprivileged schools. At SPHS, Title I supplemental services are provided through a comprehensive school-wide plan under the School wide Program (SWP) model.
 
The amount of money the school receives is based on the number of students that qualify for free or reduced meals on campus. Families can submit an application to participate in the federal meals program. In addition to free or reduced-price meals on campus, eligible students can also receive free admission to the SAT and ACT college admissions tests, pay a reduced price for each Advanced Placement examination, and even apply to college or university for free.
 
 

How is the money spent?

Each year, the School Site Council (SSC) creates a budget for the following school year. The SSC is a 20-member council, consisting of the principal, teachers, out-of-classroom personnel, parents and students. The SSC also receives recommendations from the ELAC (English Learners’ Advisory Committee).
 
The budgetary and policy decisions must align with the San Pedro High School Single Plan for Student Achievement (SPSA). This document is created jointly by the ELAC and SSC, and serves as the guiding document for the school to improve student learning. Schools can make changes to the Title One budget during the school year, as long as the changes are supported by the SPSA.
The School Site Council (SSC) determines academic instructional programs and related categorical resource expenditures. All schools that receive federal or state categorical funding are required to have a School Site Council. The School Site Council: Sets and reviews school goals. Sets the Title I Parent and Family Engagement Policy and the School-Parent Compact. Develops the TItle I parent involvement budget. Selects school improvements. Develops the school safety plan. Oversees the Single Plan for Student Achievement (SPSA) and its budget. Recommends and submits a site plan to the State Board of Education. Collaborates with other councils and advisory groups

The SSC normally meets monthly on Thursday via Zoom from 4:30 p.m. to 5:30 p.m., except where otherwise noted. The Title I Coordinator leads the meetings.

Title I Overview
The SSC also oversees the educational needs of economically disadvantaged students and Title I funds. Title I participants include students who are at risk of failing in school. The program funds supplemental services needed to raise the academic achievement level of K through 12th grade participants in their academic careers. Additional support may be provided through staff development, health, and guidance services. The SSC works to increase academic achievement. Parents can participate in the program's design and implementation through activities such as developing a parent policy, home-school compacts, parent training, and volunteer participation in school activities.

Responsibilities:
Participate in assessing educational needs, establishing priorities, planning the educational program and budget resources, and evaluating the school and its academic effectiveness.Assess students' educational needs.Establish data-related priorities. Members: The SSC has at least 20 members at Foshay LC with terms of one year.

School Site Council (SSC):
The School Site Council (SSC) is responsible for developing, reviewing, and approving the SPSA. Goals and activities described in the SPSA must be aligned to data that will address specific student needs. SPSA must be evaluated annually.

The SPSA includes:
  • Comprehensive Needs Assessment (data analysis and annual SPSA Evaluation)
  • Goals and objectives (measurable and based on student data)
  • Evidence-based, effective methods and instructional strategies that address student needs.

Title I Parent and Family Engagement Policy: Foshay Learning Center has developed a written Title I Parent and Family Engagement Policy with input from Title I parents and agreed upon by Title I parents. Parents provided input through meetings in the Parent Center and during the English Learner Advisory Committee (ELAC), School Site Council (SSC), and Local Leadership Council ( LLC) This policy describes the means for carrying out the following Title I parent and family requirements.

A School-Parent Compact for Achievement in the Los Angeles Unified School District (LAUSD) is an agreement between students, parents, and teachers to work together to help students meet or exceed grade-level standards.
